[マレーシア化粧品] 成分規制の改正を発表

2024年1月19日、マレーシア管轄当局NPRA（National Pharmaceutical Regulatory Agency）は、化粧品成分規制の改正を発行したことについてNPRA公式ホームページで公表しました。

第38回ACC会議が2023年11月22-23日にシンガポールで開催され、本会議結果に基づき、NPRAは化粧品成分規制の改正を発表しました。改正内容は以下の通りです。

Annex II – 禁止成分リスト (Annex A参照)
⚫️ 新規14成分を追加
＊2024年11月15日より対象成分を含む化粧品はマレーシア国内で流通不可
⚫️5成分を改正
1. Mercury and its compounds
2. N,N’-Methylenedimorpholine; N,N’-methylenebismorpholine; [formaldehyde released from N,N’-Methylenebismorpholine]; [MBM] if the maximum theoretical concentration of releasable formaldehyde, irrespective of the source, in the mixture as placed on the market is = 0,1 % w/w
3. Reaction products of paraformaldehyde with 2-hydroxypropylamine (3:2); [formaldehyde released from 3,3′-methylenebis[5–methyloxazolidine]; [formaldehyde released from oxazolidin]; [MBO] if the maximum theoretical concentration of releasable formaldehyde, irrespective of the source, in the mixture as placed on the market is ≥ 0,1 % w/w
4. Reaction products of paraformaldehyde with 2-hydroxypropylamine (1:1)); [formaldehyde released from a,a,atrimethyl-1,3,5-triazine-1,3,5(2H,4H,6H)-triethanol]; [HPT] if the maximum theoretical concentration of releasable formaldehyde, irrespective of the source, in the mixture as placed on the market is ≥ 0,1 % w/w
5. N,N-diethyl-m-totuamide/ Diethyltotuamide (DEET)
＊本通達の発行日2024年1月16日より対象成分を含む化粧品はマレーシア国内で流通不可

Annex III – 制限付きリスト （Annex B参照)

5. Methyl-N-methylanthranilate

Annex IV – 使用可能着色剤リスト  (Annex C参照)

Annex VI – 使用可能防腐剤成分リスト (Annex D参照)

Methenamine 3-chloroallylochloride (Quaternium-15)

1. 5-Bromo-5-nitro-1,3 dioxane
2. Bronopol (INN) 
3. 3,3’-Bis(1-hydroxymethyl-2,5-dioxoimidazolidin4-yl)-1,1’-methylenediurea (“Imidazolidinylurea”)
4. Hexamethylenetetramine (methenamine) (INN)
5. 1,3-Bis(hydroxymethyl)-5,5- dimethylimidazolidine-2,4-dione)
6. N-(Hydroxymethyl)-N-(dihydroxymethyl-1,3-dioxo-2,5-imidazolinidyl-4)-N’-(hydroxymethyl) urea)
7. 5-Ethyl-3,7-dioxa-1-azabicyclo [3.3.0] octane 
8. Sodium N-(hydroxymethyl) glycinate (Sodium Hydroxymethylglycinate)
9. Benzylhemiformal

[前書き]の改訂
削除部分：「formaldehyde or」
改訂文：上記成分を含む製品中の、（ [本改訂で削除] formaldehyde or ) ホルムアルデヒド濃度が0.05%を超える場合、「ホルムアルデヒドを含む」という警告を表示しなければならない。

All finished products containing formaldehyde or substances in this ANNEX and which release formaldehyde
(Entries 20, 21, 27, 30, 34, 33, 46, 49, 51, 55) must be labeled with the warning “contains formaldehyde” where the concentration of formaldehyde in the finished product exceeds 0.05%.

Annex VII – 使用可能紫外線吸収剤成分リスト (Annex E参照)
⚫️新規2成分を追加
1. Bis-(Diethylaminohydroxybenzoyl  Benzoyl) Piperazine
2. Bis-(Diethylaminohydroxybenzoyl  Benzoyl) Piperazine (nano)
＊本通達の発行日2024年1月16日よりマレーシア国内で化粧品に使用可
⚫️1成分を改正
Benzophenone-3
＊変更措置期間は2026年11月15日までとされており、その期間内はマレーシア国内で流通可
